{"id":3944,"date":"2019-09-05T17:54:11","date_gmt":"2019-09-05T17:54:11","guid":{"rendered":"https:\/\/apwu73.com\/?p=3944"},"modified":"2019-09-05T17:56:00","modified_gmt":"2019-09-05T17:56:00","slug":"opening-day-of-interest-arbitration","status":"publish","type":"post","link":"https:\/\/apwu73.com\/?p=3944","title":{"rendered":"Opening Day of Interest Arbitration!"},"content":{"rendered":"<p><strong>APWU discusses how postal workers are mission-dedicated, skilled, public servants deserving of fair pay and benefits, job security, and a safe workplace, free of harassment.<\/strong><\/p>\n<div class=\"generic-content-wrap entity-paragraphs-item\">\n<div class=\"inner animate fade-in-from-bottom animated\">\n<p>On Wednesday, September 4, the APWU began presenting its case for a strong contract in the opening day of Interest Arbitration hearings in Washington, D.C. The hearing was the first of many in the process that will determine the next Collective Bargaining Agreement (CBA) between the APWU and the USPS.<\/p>\n<p>After introductions by Arbitrator Goldberg \u2013 the Arbitration Panel\u2019s neutral arbitrator \u2013 and APWU Industrial Relations Director Vance Zimmerman, the hearing began with the Postal Service\u2019s opening statement, delivered by USPS attorney Kevin B. Rachel. The APWU\u2019s opening statement, delivered by APWU general counsel Mindy Holmes, followed. Both attorneys outlined the cases and the general proposals from both parties.<\/p>\n<p>APWU proposals include:<\/p>\n<ul>\n<li>An on-average 3 percent annual wage increase,<\/li>\n<li>Increasing USPS contribution to health care insurance,<\/li>\n<li>Retain COLAs,<\/li>\n<li>Restore top steps lost in 2010,<\/li>\n<li>Elimination of postmasters doing bargaining unit work in level 18 offices,<\/li>\n<li>Guaranteed hours and advanced scheduling for PTFs,<\/li>\n<li>Reduction of PSE percentages and creation of more career jobs.<\/li>\n<\/ul>\n<p>Following management\u2019s rebuttals and a break in proceedings, APWU President Mark Dimondstein made his presentation as a witness. In his statement, President Dimondstein discussed how postal workers are passionate about their mission to provide a vital service to the general public as outlined in the 1970 Postal Reorganization Act: \u2018To provide postal services to bind the Nation together,\u2019 to \u2018provide prompt, reliable, and efficient services to patrons in all areas,\u2019 and to \u2018render postal services to all communities.\u2019<\/p>\n<p>In order to properly fulfill this mission, President Dimondstein said, APWU members need good-paying jobs and working conditions. These include:<\/p>\n<ul>\n<li>An end to the unfair and divisive three-tier structure that pays workers significantly different amounts for performing the same work.<\/li>\n<li>Further reductions in the non-career workforce and an increase in the career workforce where workers make decent, family-sustaining wages and receive a solid set of benefits.<\/li>\n<li>A relief of the ever-growing problem of hostile working environments and a management structure that refuses to hold management accountable.<\/li>\n<\/ul>\n<p>\u201cThe key to the past and the future success of the Postal Service is the hard work and dedication of hundreds of thousands of postal workers,\u201d President Dimondstein concluded. \u201cFrom those who sell postage and accept packages; to those who sort medicines, letters, and on-line orders; to those who transport the mail and repair the vehicles; to those who maintain the equipment and facilities; to those who deliver the mail.\u201d<\/p>\n<p>In addition to APWU officers and experts, rank and file members from the\u00a0crafts will appear as witnesses in further hearings.
