The order, as reported earlier, excludes only military personnel. The order is to apply \u201cacross the board in the executive branch\u201d. The US Postal Service, by law, is defined as an \u201cindependent establishment of the executive branch of the Government of the United States\u201d. (As we\u2019ve noted before, the word \u201cindependent\u201d simply means that the USPS is not part of a cabinet department).<\/p>\n<div class=\"googlepublisherpluginad\"><\/div>\n<p>The order specifically states that the freeze \u201capplies to all executive departments and agencies <strong>regardless of the sources of their operational and programmatic funding<\/strong>\u2026\u201d The order also warns that \u201cContracting outside the Government to circumvent the intent of this memorandum shall not be permitted\u201d.<\/p>\n<p>There is a loophole of sorts in the order- agency heads may exempt \u201cpositions that it [sic] deems necessary to meet national security or public safety responsibilities.
