Is management doing your work? Are carries in your office being assigned clerk craft duties? Are mail handlers being assigned clerk work? If you answered yes to any of these questions, please see you union steward and file a grievance. We need to take our work back.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Management Performing Clerk Work<\/strong><\/h3>\n\n\n\n<p>Article 1.6 of the CBA limits management\u2019s performance of bargaining unit work. Supervisors are prohibited from performing bargaining unit work at post offices with 100 or more bargaining unit employees, except:<\/p>\n\n\n\n<p>1. in an emergency;<\/p>\n\n\n\n<p>2. for the purpose of training or instruction of employees;<\/p>\n\n\n\n<p>3. to assure the proper operation of equipment;<\/p>\n\n\n\n<p>4. to protect the safety of employees; or<\/p>\n\n\n\n<p>5. to protect the property of the USPS<\/p>\n\n\n\n<p>In Level 16 offices, the postmaster is permitted to perform no more than twenty-five (25) hours of bargaining unit work per week. In Level 15 offices, the postmaster is permitted to perform no more than twenty-five (25) hours of bargaining unit work per week. In the event there is a second supervisor in any of these offices, only one (1) of the supervisory employees may perform bargaining unit work as prescribed above (either the postmaster or the supervisor). We have the language to stop management from performing our work. We just need to file on it!<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Carriers and Mail Handlers Doing Clerk Work<\/strong><\/h3>\n\n\n\n<p>The Collective Bargaining Agreement requires management to give the Local Union President advance written notification when it is proposed to reassign an ill or injured light or limited duty employee to a cross craft assignment into an APWU represented craft. This rarely occurs and is a major violation. The parties at the National level initiated an MOU in 2012 which impacted the temporary placement of injured employees. Prior to 2012 the ELM Section 546 was the starting point for the placement of injured employees. However, the 2012 MOU was the first MOU done at the national level to restrict cross craft assignments which is spelled out in the first paragraph of the MOU which stated, \u201c the parties agree that consistent with the parties\u2019 current collective bargaining agreement on the application of seniority, future temporary assignments, reassignments, or reemployment of fully or partially recovered employees to work in APWU represented crafts will be to residual vacancies or to uniquely created assignments consisting of duties that would otherwise be properly performed by non-career employees.\u201d Uniquely created assignments doesn\u2019t mean carriers and mail handlers can simply be assigned to work in the box section, manual letter section, Dutch door or perform lobby sweeps. We have the language to stop carriers and mail handlers from performing our work. We just need to file on it!<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Lead Clerks Performing TACS<\/h3>\n\n\n\n<p>The other Clerk Craft work we need to make sure we take back is the TACS work that should be done by our Lead Clerks. Even though the Postal Service pay the Lead Clerks in California $10 Million dollars for the grievance I filed, I bet management is still doing the TACS work in a lot of your offices. We have the language to stop management from performing this our work. We just need to file on it!<br>Having management and other crafts perform our Clerk Craft work is not helping you. It is the reason management continues to short staff your office. This leads to less annual leave spots, more harassment when you call in sick and more stress on you to do more with less. There are no time work standards in our Collective Bargaining Agreement. All we have to do is a fair\u2019s day work for a fair\u2019s day pay. Let\u2019s make 2022 the year we take back the workroom floor from everyone else doing our work!
